SALARY RELEASE/RECAPTURE POLICY
2008-09

The College maintains a reserve to assist departments and faculty members by paying temporary expenses associated with enrollment shifts, recruitment, retention, student support, equipment replacement, and new initiatives. These reserve funds are obtained from the recapture of funds released by faculty leaves and vacancies.

For 2008-09, the College will allocate to units a portion of recapture funds according to the following guidelines. A unit recaptures:

(1) 50% of salary released from leaves with or without salary. (For example, if a faculty member with a nine-month salary of $60,000 is on leave for three quarters at 2/3 salary, the unit recaptures $10,000 and the College $10,000.)

(2) 50% of salary released by faculty who shift to grants for periods up to one year but are not on campus and therefore are unable to continue duties such as student supervision and departmental committee work.

(3) 100% of salary released by faculty who shift salary to grants for periods up to one year but remain on campus and continue duties such as student supervision and departmental committee work.

The College will continue for 2008-09 its policy of providing up to $20,000 in transitional funding to a unit when a vacancy occurs within that unit. These funds are provided for the academic year consisting of the three quarters that follow the quarter in which the vacancy occurs. The funding may be reduced on a prorated basis in case the unit makes an appointment that is related to the vacancy.

Departmental allocations should be used primarily for meeting highest priority, temporary instructional support needs. After instructional needs are met, any remaining funds may support other temporary departmental needs. They may not be used to fund continuing permanent staff or faculty positions (except for possible step increases associated with the Career Enhancement Growth Program for state-funded CSA positions). Approval for use of recapture allocations is not necessary, but an accounting of these funds is required at the end of the academic year.

Departments will be allowed to carry forward any unused balance from their 2007-08 release/recapture plan into 2008-09.  However all funds must be expended by June 30, 2009.  The amount carried forward must match the ending balance on your final 2007-08 release/recapture plan.

We request that all 2008-09 salary release/recapture plans be submitted electronically. The revised format must be used for 2007-08. It is available on the Web at Salary release/recapture form.
